Every morning when the Apt program opens, a dark green car with the white CT classic car plate 1E-971, is parked across from 464 Congress a block or two away from the Apt property. There are 2 Hispanic guys in the 20s, one is on foot soliciting, collecting money and bringing people to the passenger side and the other guy will toss out either packets of pills and/or packets of heroin. They do this for a few hours then they leave and another Hispanic male, in his 40s and very short, balding and with a beard, takes over the selling of packets of pills and heroin, only this guy is right next to the school and outside right on front of it at times.
