Thanks again for the quick response. I had the opportunity to observe the light for multiple cycles today between 2:30 and 3:00pm. On all but one cycle, the green light for Jett Ferry traffic was 20 seconds, and the red was 80 seconds. One cycle gave a 10 second green with a subsequent 90 second red.
If that is your suggested timing, then things are working as designed. I would only add that only 1 time did all traffic from Jett Ferry empty onto Mt. Vernon, and that was because there was no vehicle obstructing flow by waiting to turn left. Perhaps Jett Ferry deserves a few more seconds?
