The alley you are referencing behind 1800 48th Ave N is not paved, it is covered in asphalt millings. After multiple applications of millings and traffic pressure these alleys can take on the look and feel of an asphalt roadway but are not a poured/paved surface. The information posted by Engineering above is correct in how you would begin the process of having an alley paved. The other alley mentioned, at 1731 50th Ave N, had previously been paved. Once an alley is paved the City will continue maintenance, including repaving. That is what happened last year as part of the 2017 resurfacing plan.
