The city cut my dead tree down in front on my house. Now there's a stump. Can someone remove it and plant me another tree? If so, how do I go about doing this? I didn't ask for this 80 year old tree to be cut down.

Hello,
You can request a free tree here:
http://uri.yale.edu/
They are great. They can plant in the Fall.
You can also request for the stump to be grounded directly with New Haven Public Works, I think. You can coordinate with both URI and NHPW to get both things done, as URI requests to speed up the process to get rid of the stump.
I hope it helps.
All best
