When a category is chosen, the system automatically assigns the issue to a department. For example, if you choose the category relating to sidewalk repair, the issue is assigned to engineering. However, if you choose the category "other" the issue is not assigned until an administrator (myself) manually assigns the issue to a department or responds directly.
