I remember years ago when this was supposedly a hot item and a department in Saint Pete Supposedly existed where you could notify them and they would run down the person putting the snipe signs out and get them to stop. I think It was somewhat effective, because if you recall there was a guy who had "I buy junk cars" signs all over the place constantly. But I have no idea if that program still exists. What is probably more effective is that if you were able to do so without endangering yourself by stopping traffic, just pull out the snipe sign, throw it in the trunk of your car, and throw it out when you get home. If every body did this and be just policed our own neighborhoods, the signs would disappear quickly.
Linda Phillips was the paid City Codes Snipe Sign Removal Queen! Due to her tireless efforts they all but disappeared and Linda garnered enough in fines to subsidize her salary and then some! Linda just retired. At one point ALL codes enforcement staff were told to pick them up when they saw them - but that did not work. There are several reasons why citizens are discouraged from nabbing them; one is that some of the snipe sign 'owners' or those who place them, are dangerously aggressive. The key is where they are placed. I have nice neighbors who want to advertise their church - fine with me - but they put the sign on City property at the curb. It is now a snipe sign. I refuse to be afraid. For the big offenders, they have many all over the City. They are not standing in the immediate vicinity watching the signs.
Another idea that might be easier to employ is getting a cheap can of spray paint, and being careful not to be messy, spray an X across the sign.
