The way the signal are positioned, people get in the left turn lane before the underpass, then last minute find out that it is only for the 15 North, and go straight through that left turn only lane/light into the left turn lane going to Summerhill Dr, causing several near misses of those who know this and are trying to get into the left turn lane at Summerhill while the other people are illegally and unsafely coming straight through into that lane.
