According to "neighbor" on issue 3498459, it wasn't the city that closed the prior report.
It would be nice if we could tell which streets are DOT's business. This isn't the first problem I've reported only to find out I'm barking up the wrong tree.

Thank you, Pierre. You're right about that map. It's quite useful (especially on my desktop).
The grate itself is on the right side of the exit ramp, about 50' up, leaving Wade to merge up to Glenwood. It looks to me from your map that it is DOT. That point just isn't obvious from the street itself. The problem I have there is that DOT likes to have an address. "Exit ramp from Wade to Glenwood" doesn't work in their reporting system.

Ah well in that case, I'll close it again (I thought with Cole St you meant the south side of the interchange).
Try and do a best guess for the address I would say and then give specific details in the comments box. That's probably what I would do. Worst case scenario, pick up the phone and call the Wake County Maintenance Office - their contact info is here: https://apps.ncdot.gov/dot/directory/authenticated/UnitPage.aspx?id=12689
