I gotcha that is an issue. I would notify local Law Enforcement so the will have a log entry then the appropriate authorities can be notified.

Unfortunately the City of Fayetteville cannot intervene in this matter. Code Enforcement, PWC, and the Parks, Recreation, & Maintenance division have reviewed this request and confirmed that the property owner will be responsible for maintaining or removing this tree. Since the tree has not fallen, the tree can be removed at the property owner's discretion.
Since this is a civil matter, Cumberland County Magistrate’s office may be able to offer guidance on pursing this at a civil level. You can contact their office at 910-475-3008 for information.
