Vehicle has been parked here for MONTHS on just a VPP. Owner clearly lives here but will not register car.

From the DMV website:

"A visitor parking permit will NOT prevent a visitor from receiving a warning notice or ticket related to registration of out-of-state automobiles (ROSA). If the visitor receives this warning notice or ticket, it is important they follow the instructions on the warning/ticket... A pass does not waive the requirement to register a vehicle in the District after 30 days of establishing residency or seeking a Resident Out-of-State Auto exemption... Every pass is tracked and assigned a unique address identifier with a Quick Reference (QR) code to minimize and eliminate misuse."
