It appears that you have been kicked on down the road... again. LOL
There is another app called Tell Us --- https://appadvice.com/app/tell-us-oakland-code-enforcement/1177975928 --- that deals with filing complaints of code related items. Items that the Oakland monitor of SeeClickFix apparently choses to shuffle to different departments for action.
I'm not sure that it is any more effective than SCF. However, it's another bit of technology that can be used to lodge a complaint. ...or more specifically, to lodge a code complaint, which this is. Try that one, too.
Of course, this is not to dissuade you from using SCF again next week. I'll still vote on your next reporting and until this is resolved.
