Description

It seems like many of the traffic lights on 4th St. SW (especially the one in front of Hy Vee Drug) don't change according to traffic, they just cycle through all directions such as left turn lanes even when there aren't vehicles in either left turn lane. Shouldn't these be triggered by actual traffic?
