Because it is a privately-owned business, not a city-owned business. There is no law against using water, is there?? The government cannot shut down a private business just because it wants to. It is up to each of us to resist using the car wash until the water usage emergency is over. Do you want the government to control every aspect of life? I certainly hope not.
