This is not a ditch obstruction... How can it be when the water as you can see in the photo is coming up out of the ground?? As I said before this happened before and it was a sewer issue... Please explain how this is a ditch obstruction when there is no ditch involved.... Thanks, former USCG pollution investigator......

This is an old french drain, the water has been tested over the last 2 1/2 years and again today and it has no chlorine in it, and the sewer lines are on the opposite side of the street, even if this was sewer it would have a level of chlorine in it, which it doesn't. We have recorded the tests every time we have been called there.

As for the chlorine test, chlorine has a half life of about 10 minutes after being exposed to organic compounds. as for the sewer lines on the other side of the road see new picture attached. You can see the sewer manhole cover just on the other side of the drive way.
