It is not like a deed restricted community where they can take your home if you have a weed growing out of your driveway. If the owner is willing to send out someone to blow off the leaves, sounds like he's just responsive enough to stay ahead of the Code Enforcement Folks. I live down the street and feel your pain, yet it's part of living in the city. Your gonna have the folks that care and those that don't. Just how it is. I'm sorry you have to live next to it.
