With 311 I noticed there are no accounts, therefore you have to enter the same personal info for each entry. Also they are not publicized (emails from other users entries) like this system to others in the area so there is now no visibility or accountability. Was that the attempt. You successfully have closed all these cases with no results. Congratilate the Mayor.
