Under Section 30-2 of the Code of Ordinances, it is unlawful for any person to cause any sound to be made that unreasonably disturbs others. Factors to be taken into consideration are listed, such as time of day, whether the noise is constant, etc.
Under Section 30-9, it is a defense if the sound is produced by:
Construction
Lawn Equipment - residential (7:00 AM - 8:00 PM)
Power Tools - residential (7:00 AM - 8:00 PM),
Aircraft Activities in a public place,
Stadium Events,
Parade Spectators of an event,
Authorized Emergency Vehicle,
Church Bells or Chimes when used as part of a religious observation/service.
For information specifically addressing barking dogs or other animals see the topic: BARKING DOGS - NOISY ANIMALS OR BIRDSNOTE.
For information regarding the city ordinance on noise, go to the City of Houston City Secretary's web page at http://www.houstontx.gov/citysec/index.html, scroll down and click on " Code of Ordinances", and search for 30-1. It will take you to chapter 30, which is the noise and sound level regulation. City Secretary's Web Page http://www.houstontx.gov/citysec/index.html
