These particular signal heads have equipment placed on them to prevent the light from being seen until a driver is close to the intersection. It’s a safety measure that helps prevent drivers from running red lights by negating the confusion of which signal is controlling which intersection for 2 lights that are very close together. We don’t want drivers to mistakenly think they have the green light when they are coming up on a red light first.
