This sign was not installed by traffic engineering. Traffic engineering does not restrict curb side parking in residential areas

The sign, on a heavy concrete base, was left there by city workers, along with an orange barrel, two beat-up palettes and other equipment many weeks ago. They came back at some point and took the barrel, etc., but left the palettes and this sign. How can the issue be closed, if the sign and the palettes are still sitting there, sitting in the dirt, facing nowhere?
