Description

Apartment dwellers hanging out across the street allowing kids they are "supervising " to drag refuse from other neighbors' curb to play with, then leave it on the sidewalk for someone else to clean up. They drag wooden shelving over there tonight at 10 pm from a house's curb. They've done it before with broken chairs. It's a safety hazard and litters the neighborhood.
