  The homeowner is responsible for maintaining that area despite ownership by the city. The city will not maintain that area. Why punish someone for making good use of area?

  Since the homeowner is responsible, I would say no the vegetables are not for all to take. Perhaps a legal clarification can be made? This is not random city land. This is land the city does not care for but homeowner must.

  "Completely ruined the neighborhood"?! What is the justification for that statement?! Also, rats have been here since the Mayflower brought them. Are residents allowed to grow vegetables in Quincy? If so, who cares if they are near the street. The resident is caring for the land.

  @ WatchDog No one cares...move already! And if you follow the market, home prices are trending up so they won't dip. It's all supply and demand. For rats and animals - are you saying people shouldn't have gardens period? Rats are mostly attracted to trash.. not veggies. And i didn't know having a garden means having a jungle..

  @Anonymous- You're not very BRIGHT at all- The topic is " woman tending to her garden on CITY PROPERTY" This is city property if they want to grow grow vegetables it should be done on their property. Do a google search on "people growing vegetable on city property"

  I am willing to bet that the gardener is Chinese, perhaps the *real* reason the original poster has a problem with this curbside garden. It looks lovely to me. Most residents don't bother tidying past their front steps; i think this looks lovely and is bothering no one.
  This is the problem with many American towns: people don't even talk to their neighbors, and in many cases, don't even know their neighbors' names, but have no problem anonymously reporting them to the city for GROWING FOOD. (would you report them for planting begonias? I think not - ask yourself why).

  Well, I have a flower garden in half of a street side patch, the other half my husband put in cobble stones. The city has never done anything with curbside property. I have a large vegetable/flower garden in my front yard and back yard. I also have 3 cats, two of which are mousers (they bring carcasses to me as gifts). May I suggest that if you are concerned about any rats that might invade that garden, adopt a female cat. However, it is more likely that squirrels will be gnawing at the veggies than rats. Given the current unrest in America, reaching out to your neighbor is a very good idea.

  By the way, does anyone have any good tricks for squirrels attacking my tomatoes?

  @Quincy resident, please rethink throwing out the race card. We are neighborhood that is changing for the worst , with, little to no help from the city. We are an area without rules. Maybe, people are just tired of neighbors showing no consideration to the other people around them. No race needed for common courtesy. Also, again this was directly in from of sewer with trash on it .

  I am the immediate next door neighbor at 153 Milton Street (that's my fence in the photo). These neighbors are lovely people who tend carefully for the many beautiful plants in their yard, in addition to this small strip at the sidewalk. We've not had issues with bugs or rats. In fact, they probably take better care of their yard than I do mine. We have a large rock and in the past have planted on a similar strip in front of our house. The complaining neighbor can feel free to come by my house to chat personally should they have complaints - I have a feeling that won't happen though.

  I would be extremely saddened if someone lost a productive, attractive garden because one person is being a little aggressive about it.
