This was originally a cut with a horrible patch job that left a dangerous hole across this heavily-traveled road. The city closed that issue and said it was the contractor's job to fix. So they "fixed" it by adding another layer of shoddily-applied asphalt that will eventually probably sink in like the first, but for now it is a speed bump. Surely there are standards by which this work should be done?
