this pic is on Hillsborough St across just across from NCSU where the old bowling alley used to be. There is a lot of construction work going on there now with the new Target in progress. It is possible they are cleaning off the sidewalks. Students are returning this weekend and lots of parents are here dropping them off. The businesses need all the help they can get to encourage parents to shop and eat along that corridor. May not be all waste.

No, they were watering the trees. They are out there regularly, same guys, this was parks and rec, one man was bent down watering the tree, the other guy was leaning on the truck, talking on the phone and just let his hose flow. I wouldn't have reported this except that I pointed out to him that he was wasting the water, and pointed to the other guy and said that's how you should be watering the tree. His reply was he didn't care if the tree got watered or not.
