When you're coming down Litchfield St, heading towards the center of town, the light in front of the TV lab will hold you there for four or five minutes, and then when it does turn green, it'll only let four or five cars through. I've seen people back into the TV lab parking lot and turn around, or just run it. It really clogs up with school buses in the morning, and seems like it would be a relatively easy fix.

Gary is right. This type of thinking is why taxes are out of control. If every little problem was "fixed", the highway department of each municipality would consist of an entire battalion of engineers, maintenance workers, fleet managers, and sign makers.
Deal with the (unbelievable) 5 minute wait and think of better things in life.
I went through this intersection on Friday and the wait was maybe a minute or two.
