ever since the county approved the new speed limit, Harper ave, is now
dangerous for people trying to enter on, and cross the streets. with alot of drivers adding 5 miles too their speed, people are going 45-50 on here. i live in this area and have the hardest time walking too businesses across the streets, as well as entering on to Harper from my street.

The speed limits are not set arbitrarily by the county, but rather based on the drivers on the road. Makes sense to me, the drivers know best how fast to travel on a road, don't they? If a speed limit is set artificially low in the name of perceived "safety", countless studies have shown that crashes increase on the route because of a disparity in travel speeds.
As for the crosswalk, if there are enough pedestrians that actually cross the street then contact the new department of roads. I believe there has to be a certain number of pedestrians in a day and per hour in order for a signal to be warranted for pedestrians only, not just based on someone feeling "unsafe".
