If a truck's ramp cannot block the sidewalk, I'm pretty sure it's equally illegal for the entire truck to block the sidewalk.
Worse yet, those in wheelchairs would be forced into the roadway, at the end of a curve.
"It's a loading dock" doesn't excuse illegal parking.
