Strange Insect

I am not sure if this is the place to send this but maybe someone here can guide me to where I can send the inquiry to.

I was on my balcony and found a very strange looking insect. It almost looked like a tiny fish. I have never seen such an insect and am wondering if anyone k it's what it is and where it came from. After 30 minutes it was no longer on the side of my balcony, not sure how it went away (crawled or flew).
