I drove by last evening and saw some guy through the window. Looked like he was sitting there watching TV. Probably enjoying a Bud Lite and eating Cheetos. How can he still be there? Should I call APD instead?

The address is not 640 San Mateo NE. I don't know what it is. But it is on the SE corner of San Mateo and Bell. There is no license plate. Attached are more photos from today, Aug. 28, 2017.

Now he has moved across the street at 636 San Mateo SE next to an abandoned business.
