It is illegal. However, these kind of issues are not easily reportable. Maybe more police patrol in the area for incidences of speeding, blowing stop signs, and blocked parking would be great. Message our alderwoman - I have about the other issues, and hopefully this can be brought up at next CAPS meeting (I missed the previous).

And if it prevents clearing sidewalks in winter, or if the neighbor fails to clear them, that's illegal too. It's still a call to 911, and let them do triage as to how urgent it is to send someone. At the very least they'll ticket the car.
