The answer to your question is "no". The abutting property owner does not have to mow or weed the drainage ditch that runs along their property.
Most people do because it makes sense to keep it clean so it will function effectively. The county can be called out to cut and clean the ditch but a maximum of 2 visits is all the county will provide. If everyone in the county called to have the ditches cut and cleaned, that would be about the only thing we would do in the county.
