amen, we mentioned this problem to surrounding building staff last year and everyone said it is not theirs---around the pond in town center there are two bag dispensers that are kept stocked. In downtown Norfolk I have seen bag dispensers on every trash can. the city keeps paving over the grass the dogs used to use or planting tall grass---this makes town center like NYC, where dogs learn to do their business on concrete and bags become even more important.
