Get them to raise patch over the road height or use a power tamper.

Q. How deep is the pothole?
A. Less than 6” deep
Q. Is the pothole in the right-of-way?
A. Yes
Q. Please provide more information about the location of the pothole (ex. closest intersection, nearby milestones, etc)
A. All streets after Liberty Gas works on lines. The patch sinks in a few weeks due to the lack of use with a power tamper!
