I live across the street from this location and have observed stopped traffic due to panhandling multiple times daily. In the last 30 days the panhandlers have caused frequent fights, have been wandering into traffic and are using the bushes to the left of this photo to inject something.
OPD and CHP use megaphones daily to tell the panhandlers to move on, but they reappear within 2 - 3 minutes knowing there will be no follow-up.
There is always a pan handler at this location. Within the bushes there is a lot of debris left behind by the different transient individuals. During rush hour this causes backups, and dangerous situations as drivers weave out of the lane of stopped cars who donate to the drug-addicted individuals. The individuals need to be directed to appropriate services and/or cited.

Vehicles often must slow down as they approach the green signal (which can be confusing because there is a green signal for San Pablo as well as for the off-ramp) for other vehicles headed in the same direction. This causes drivers to slow as they approach the intersection when the signal is green. Vehicles moving though the intersection do so at high speeds due to one set of vehicles speeding up for the freeway and the other set coming off the freeway. This is a very dangerous place for people to stand around. The pan handlers are often on drugs and can barely stand up straight. There is another accident waiting to happen here.
