Panhandling [PH]: Between Temple and York on Chapel Street. Yesterday I was asked by 6 PH for money. I do not want to criminalize the homeless, but this PH is increasing in the numbers of people and their locations along Chapel. While I can say no, they often target young women, single and groups, and families touring Yale. I am located near Temple on Chapel and look over a popular Chinese restaurant and AT&T for over 20 years. Known hang-out corners for many people. I observe PH block drivers getting out of cars, approach people paying meters, standing at mine, store and museum entrances [a PH gauntlet up to College Street]. That is standard, generally daily 3-6+ times both ways [up and down] Chapel Street.
I know about the new street signs warning people to not support this behavior but it is not preventing the PH. Street musicians and artists are not of concern as they don't approach people.
If we all said no I suppose they would find other ways to buy..."food".

Thank you. I do not know how to solve the homeless problem for one person or everyone. But from what I understand PH does not solve homelessness or mitigate its causes. It may perpetuate them. The idea is this money should instead go to organisations that provide broader health, including addiction and other treatments, food and shelter services. Areas where PH occurs have decreased property values, rents and business incomes.
Perhaps there is a passive and a less passive way to PH for money. Basically as they are repeated over an over again, the same places the same people everyday, these acts intrude on people's privacy and perhaps sense of security, while also making them only aware of their presence not solving real needs or addressing solutions you are interested in. People are basically kind and then start saying "no" and [I believe] feel bad. PH has a sad outcome for everyone.
