You can inspect a fire extinguisher yourself. Check the level of charge, make sure the pin is holds the action lever open, preferably that's held in place with a quick-release plastic tie.
You can check it once a month or more!

when does the city plan to inspect the building?

I guess the City of Portland isn't concerned about fire safety in buildings?

Thank you for reporting this issue. We value your concern. A Notice of Violation was issued on 11/16/17. A follow-up inspection scheduled for 3/12/18.

Doesnt it only make sense that tenants be notified when they are living in dwelling that ‘failed’ an inspection? How about putting signs on the building’s doors that must remain until the problems are remedied?
There should also be a registry of failed building inspections that can be accessed via computer!

I believe there is a registry of restaurants that fail health inspctions, which even includes their failing score. Why not rental properties?

Excellent points R#T... You should bring them up with your city councilor as well as the councilors-at-large, and urge them to put it on the council agenda for discussion.

R#T i agree with you and Geets then renters can avoid the land lords who refuse to keep the property's up to code or get cited repeatedly.

UPDATE -
Thank you for reporting this issue. An inspection took place, and the building had violations. The Fire Department, and Housing Safety will be handling re-inspection.
