Thank you, David. I called the number, and was transferred to OFD, and they said to call OPD non-emergency 510-777-3333 which handles animal control issues. I agree that someone should be charged with animal abuse. I wish there were a way to find out who did this.

Now we know who to call. I hope animal control checks for a chip to see who the owners were.

I still have no resolution. Both the city and animal control have been silent, so I am not sure what's going on. This seems to be an important health and safety hazard.
