Wondering why City of Richmond, VA workers spent hours on a Sunday moving dirt in the 3900 block of Cutshaw Avenue from one end of the alley to the other and then sprinkled a sparse amount of gravel only on half of the alley and now the gravel is sinking into the mud when you attempt to walk on it. Hopefully a vehicle will not sink into this and have to be pulled out at the owner's expense. When the rain occurs the alley will, once again, turn into a huge mess and stay that way for years. What you did was waste the city dollars paying overtime for this.
