The curb and gutter replacement program currently suffers an extensive backlog and repairs are generally completed in the order in which they are received.

I would think that replacing the gutter along the length of NW 33rd Place would be better time and resources well spent, than just filling in the current holes with asphalt. That is only delaying the overall problem.
