Because the sidewalk belongs to the city. I use the sidewalk and so do a lot of other people. I believe I am using this site for the correct purpose.

You don't need a city worker to pick up dog poop bags. Just leave a note for the homeowner asking them to remove it. Or just pick it up yourself and toss it inside the fence. If the neighbor refuses to pick it up and continues to leave bags outside their fence, then it is appropriate to contact authorities about the littering.

Why would you expect the home owner to clean up after a bad dog owner. There is a city trashcan 100 feet awat at Chestnut Street.

Exactly! And why would I want to pick it up myself? It is not my dog. And why would I leave a note for the homeowner? The original comment was made to address the "BAD DOG OWNER" and that is all. Like you say there is a city trash can not to far away. Where any NORMAL person would leave THEIR bags! Not on the sidewalk in front of someone's house. Thanks for the comments.

The question posed is difficult to answer as to why individuals drop waste along a roadway or sidewalk rather than properly disposing of it in a trash receptacle. We would hope more people would be more responsible.
