I went through this intersection yesterday (9/15/2017) and the signal is not visible until you have passed more than half way across Hennepin Ave. Stand in the Lagoon crosswalk (east side of Hennepin) and try to read what color is displayed on the signal head. It's not possible to see it. A similar issue can be seen on the dual signal heads for north bound Hennepin Ave at the Uptown Transfer Station crosswalk (about 1/4 block north of Lagoon). When a vehicle stops for pedestrians, one red ball is visible, the other red ball is not because they are aligned differently. If there's two heads, they ought to be aligned the same.

I am not sure why I can't see it. Could the polarized windows in my car affect the view? I'll have to take a photo myself. The traffic engineer's photo clearly shows the green ball, but I could not see it until I was almost under the head. Sorry for all the trouble. I thought it was misaligned.

For some reason the 311 APP changed "west" to "east" on the original submittal (nor does it like the word "submittal" for some reason...which it wants to change to "submitter"). This intersection is at Hennepin Ave South and Lagoon Ave in the Uptown area of Minneapolis. Lagoon is one-way West Bound, there is no East Bound traffic at this intersection. The center (and pedestal) signal face East.

I have sent minneapolis311@minneapolismn.gov an email with six photos showing what a vehicle driver (in a Camry SE) sees on the approach (from the east, heading west on Lagoon) at Hennepin Ave South. None of the lights in the center signal are visible until you go half way across Hennepin.
