Pinellas County does not tax for or provide street lighting in residential areas like municipalities do. It's much like garbage pick-up in the unincorporated areas of the County, we don't tax for it, so we don’t provide the service. If you and/or your neighbors want street lighting you have a couple of options.
If your subdivision has a Home Owners Association (HOA), you have the option of dealing directly with Duke Energy for lighting. If not, you can go through Pinellas County’s multi-step, petition based, Street Lighting District (SLD) program.
With our SLD program, the County pays Duke Energy monthly for the lighting, however, the cost of the lighting, PLUS an administrative fee, will be recouped from the property owners within the district every year via a non-ad valorem assessment on their property taxes. The costs (per property owner) will depend on the size of the district, how many lights, how many properties within the district, etc. We cannot estimate the costs till after Duke Energy creates a lighting plan and lighting proposal.
The contact person will receive the petitions and a map highlighting the area to be petitioned, and is responsible for collecting the signatures. A minimum of 60% of the property owners (renters cannot vote) within the SLD must endorse the SLD before the petitions can be considered for approval. The contact person is also required to obtain notification of 100% of all property owners in the SLD whether they endorse or do not endorse the creation of the proposed SLD.
Dealing directly with Duke Energy will save you the petition process and administrative fees every year. If you are only looking for one of two lights adjacent to your property, you will need to work directly with Duke Energy. Our SLD program is designed to encompass entire subdivisions.

The above comment is more meant for lighting inside subdivisions, than on arterial roads such as Keene/CR1, but the same applies. We don't tax residents of street lighting, so there is no revenue stream to fund the installation of any new street lighting. Regards, Jim

We'll it's not a subdivision. So most of they just won't apply . I was thinking it's More of a safety and security issue. With no overhead lighting at all and no reflectively material used in the road as markings the area is extremely dark for a main arterial roadway.
So the county isn't responsible to light there own roadway? It's the private utility ? Doesn't make a lot of sense ? Yet I'd expect not much less living here.

So I called Duke, they said it is not their responsibility to put lighting on public roadways. They only put lighting in deed restricted area or on private property . They do not install street lighting .That is the county or municipalities responsibility.
