The traffic light on Clark Street & Jefferson Street is not working properly. Many times it has a Red light on both directions making that intersection even more congested. I deal with this twice a day. Thank you for your help.

The two biggest effects are:
1) Clark Street (Westbound) will stay green the entire time that Jefferson Street (North & South) have respective green lights to allow the heavy traffic flow to get thru the next light and help prevent the backup that has always been there. Southbound will go first, then turn to Northbound. Once Jefferson goes both Red, Clark will go Red. This will cause North and South Jefferson to both be stopped for a period of time, at the same time.
2) Jackson Street (Southbound) will hold red until Jefferson street is done in the above cycle.
The total length of the cycle is approx 2:35.
No one is allowed to turn left or right on red to Clark Street still.
The hope is for the traffic to clear both intersections at the same time.
