The County’s Capital Budget is adopted on an annual basis by the County Council, and is based on a six-year Capital Program. The Transportation Planning Division of the Office of Planning and Zoning maintains a priority listing of identified sidewalk needs as determined by the County’s Pedestrian and Bicycle Master Plan. The Transportation Planning Division coordinates planning for new sidewalks with the Board of Education, and the safety of children walking to schools is a paramount County interest.
Requests for construction of new sidewalks may be submitted to the Transportation Planning Division of the Anne Arundel County Planning and Zoning Office, 2664 Riva Road, Annapolis, Maryland 21401, telephone 410-222-7440. Citizens who make such requests should be aware that funds for the construction of new sidewalks generally are very limited.
Proposals for new sidewalks are sent by the Office of Planning and Zoning to the Bureau of Engineering of the Department of Public Works, which is charged with the responsibility of compiling requests for new capital projects from the various County agencies. Final decisions on which capital projects are proposed for funding are made by the County Executive, after review by the County Planning Advisory Board and with the assistance of the Office of the Budget.
The Bureau of Highways is a maintenance organization. We repair sidewalks like we repair roads. We do not build sidewalks unless the road is under reconstruction and a sidewalk is merited. Sidewalk and road construction are usually part of the development plan. Occasionally, at the discretion of the Anne Arundel County Board of Education, a new sidewalk will be installed when it has been determined that the sidewalk is necessary for the welfare and safety of children walking to school. I have reported issues in the past that were on another school property in the area. It was referred to BOH, who did a temporary repair as a courtesy (thank you again) but a temporary fix is what it is.
