Our challenge is to determine the level of response (especially on overtime) vs. the cost. We typically do not mobilize for sidewalks and alleys unless we are plowing roads. We mobilized for the snowfall early in the week but later in the week we salted and bladed with minimal staff to maintain trunklines only.
This is always under review and we have taken a heightened interest in our downtown retail experience. we deploy an extra person whose function is to clean the DDA sidewalks. He starts at 2am when the regular crews typically start on call-in. This is new as of the middle of last winter. In the past, sidewalks were done as manpower became available.
