Location 325 78TH AVE NE ST. Petersburg FL. 33702
Resident Parks Dumptrucks, Backhoes and Trailers at residence along with multiple spots up and down 78TH AVE NE. Now back to Parking in Front of Holy Family Church endangering toddler children 👶 at Holy Family Daycare. Obviously running a commercial business for well over a year. Time to get a storage Lot! this issue was reported several times and still no enforcement. Time to Escalate!
Sec. 26-151. - Commercial equipment.
It shall be unlawful to park commercial equipment as defined in chapter 16 within the street right-of-way adjacent to property in a residential zoning district or used primarily for residential purposes.

Sec. 26-150. - Limitations on parking in residential areas—Domestic equipment.
No person shall park, allow to be parked, place, allow to be placed, store, or allow to be stored domestic equipment, as defined in chapter 16, within the right-of-way adjacent to either a residential use or a property in a residential district as defined in chapter 16. Except that domestic equipment may be parked, placed or stored on legally recognized parking areas with an approved surface for no more than four consecutive hours from 8:00 a.m. on Monday through 4:00 p.m. on Thursday, and anytime from 4:00 p.m. on Thursday until 8:00 a.m. on the following Monday. Each item of domestic equipment in violation of this section is a separate violation. This section does not apply to parking, placing, or storing domestic equipment on private property.

The stated procedures are great in theory but in reality totally failed in enforcement.
I speak from this weekend experience in executing this process;
- Friday, October 20, 2017; 1930 hrs, the owner parks construction rig in the No Parking Any Time zone at the Holy Family Church on 78th Avenue NE.
- At 2130 hrs; a ticket was open with the SPPD in which they had the owner move the rig.
- The owner solution was to park the trailer section with his equipment on the Public right away down by the entrance of Caya Casa subdivision and the dump truck was parked in side yard of the owner house , that are Code violations in-which several tickets have been opened. There was no change of status on Saturday.
- 1130 hrs, Sunday, October 22, 2017; SPPD was called and ticket was open. However, there was no change of status until the owner drove off approximately 1000 hrs, Monday, October 23, 2017.
So how does the issue of the owner parking and storing construction equipment within a residential neighborhood? The owner knows the working hours of the Code Compliance department therefore violating the Codes off hours. Also, what are responsibilities of the SPPD to the enforcement of these codes?
