This is becoming more and more common. The city is going to have to consider what it can do about transients and others who cannot afford or find housing. Sleeping in a gazebo is not an answer - shelters and support would be nice.
From my understanding, this s protected by the 14th Amendment and cases pertaining to it. Those who are not a threat cannot be removed. I understand that they cannot camp but I don't see it in this case. Let's hope if they are spoken to they are done with decency.
