Whenever these 2 tenants on the inside corner on Archway and on RL Blvd are fined and forced to clean their yards the neighborhood becomes overrun with rats. Happens every time they're fined. Last time it took a welfare check from the sheriffs department to get the yard mowed and the bushes trimmed
