Description

There has been a bike locked to a parking sign for several months now. The seat has been stolen and the chain is rusted, suggesting to me that the bike has been abandoned. Each morning, I prop it up so that it is not blocking the sidewalk or falling into Chapel St, but it is still a problem, in the way of pedestrians and a general nuisance. Is there anything to do with this bike?
