Sharraxaadda

Thursday night, 10-5 at about 11:45 pm, two unleashed black labs ran down Panama, their owner coming from 13th Street a minute later. The owner was talking on a phone and sat down on the stoop at 1222 Panama Street (back of Mental Health Clinic). The dogs ran wild and dug out and destroyed all plants in my planters while the owner sat on the phone. The owner left, walking toward 13th Street about 10 minutes later, still on the phone, and having looked directly at the planters as he left.
