This area will be added to the Police Department's selective traffic enforcement list. In regards to the traffic calming measures, the matter is being referred to the Traffic Engineer.

I totally agree.
A Stop sign at Howard and Crescent should be installed.
This intersection is one half block from Pershing Park and Heritage Park. Children are frequently walking in this area.
There is a stop sign on Crescent on this intersection and most intersections with stop signs in Burlingame are four way stops. This intersection should be made into a four way stop as soon as possible as are all of the stop sign intersections in Burlingame Park.

Speeding on this two long block stretch is constant and very dangerous, especially with the two parks in close proximity.
A stop sign on Howard and Crescent should be added and the additional suggested speed control measures should be strongly considered.
I would be happy to sign a petition to this help accomplish this needed improvement in safety.

Staff to investigate speeding concerns at this location and make a determination.

Preliminary speed counts taken between 11/2 and 11/8 revealed that the 85th% speed was below 29 mph which is typical for a residential street. However given the number of concerns received, a 25 mph speed limit sign will be added coming from El Camino. Additionally, radar speed feed back signs will be installed on the street on an intermittent basis to remind drivers of the speed limit.

Staff will consider a number of factors for a multi-way stop including collision history and vehicle conflicts. However it is important to note that stop signs should not be used as speed control devices and are primarily used to establish the right of way between cars at an intersection without causing unnecessary delay. Use of unwarranted stop signs can result in inappropriate driver behavior. Final counts will be taken after the wet weather subsides.

However, I am frankly very surprised and upset that you do not see the need for a four way stop at Crescent and Howard.

This intersection is an extremely rare two way stop intersection in Burlingame and is within a block of two parks that are heavily frequented by children and dog walkers every day.

I find it hard to believe that our city is electing to undertake the risk management position that this publically documented request and exchange has created. I suspect that I am not the only tax paying citizen that has saved this request and response exchange and I do hope that no future event results in this becoming a litigation obligation for Burlingame.

I again request that the city take actions that will make its citizens safe.

I agree with John67, there is a real need for a four way stop at Crescent and Howard. This is a common route for children and parents heading to Pershing Park. Today, my toddler and I were almost hit by a speeding SUV that nearly ran us down. This is the 4th or 5th time in a few months I've seen someone (children) in danger.

As detailed on 1/8/18, staff was considering a number of factors for a multi-way stop and Howard and Crescent. Conflicting vehicular volumes are a major factor used to identify a need for an all-way stop and counts were collected by a City consultant in early February. The Data is currently being processed by the consultant. An update will be provided once Staff has received the information.

Staff is currently reviewing the data from our consultant and will provide another update once the review is completed.

Stop signs are installed to establish right-of-way and enhance safety for all roadway users. Unwarranted stop signs should not be installed as they can result in inappropriate and unexpected driver behavior.

After several days of data collection, Howard Ave is seen to experience 2700 vehicles per day which is more than 4 times more than the 600 vehicles per day on Crescent Ave and it is appropriate that traffic on Crescent stop before entering Howard. Looking at the past 3 years of data from the PD, there have been no collisions that would have been correctable by an all-way stop and an all-way stop is not recommended at this time.

Howard Ave is a narrow street of 30 feet in width and pedestrians should identify a gap in traffic before proceeding across in the crosswalk. Staff will enhance the crossing to bring additional attention to pedestrians. If you would like to pursue an all-way stop further, you are encouraged to attend the next Traffic Safety and Parking Commission meeting.
